Arunachal Projects

The Government of India has launched the “50,000 MW Hydro-electric Initiative” with the objective of increasing the hydro power capacity in India out of which more than half the capacity has been identified in the state of Arunachal Pradesh itself.

EDCL has entered into Memorandum of Understandings with the Government of Arunachal Pradesh to develop five Hydro Electric Projects of various sizes, aggregating 210 MWs in East Kameng District and two projects aggregating 60 MW in Tawang District on Build, Own, Operate and Transfer (BOOT) basis for a lease period of 40 years from the Commercial Date of Operation.

The detailed studies of the projects are going on. It is expected to start construction on these projects from January, 2010 in a phased manner and to complete the same by the year 2016.

A brief overview of all the Company’s Arunachal Projects is as follows:

Pakke Bung-I SHEP, 15 MW

Pakke Bung-1 HEP (15 MW) is a run of the river project proposed to be established on Pakke Bung river in East Kameng District of Arunachal Pradesh.

River Pakke Bung is a major tributary of River Kameng and rises from the higher reaches of Himalayas. The higher reaches experience snowfall and the lower reaches receive rainfall. Thus the catchment is both snow and rainfed. Further, the river passes through steep and moderately steep reaches providing excellent opportunities to use these reaches for generating power without creating pondage.

Self Identified Scheme

EDCL recognized the enormous potential and identified the project on its own. EDCL has taken allotment for development of this project on Build, Own, Operate and Transfer (BOOT) basis for a lease period of 40 years from the Commercial Operation Date (COD). The project is estimated to be completed within 48 months from the start date of construction.

As the proposed project is a Run-of-the-River scheme, there is negligible submergence and no displacement of any village/ Basti.

Positive Developmental Impact

In consonance with our ethos of catalyzing local development, the project will use local resources and local labour while developing this project.

In recruitment of project personnel, the company will provide reservations to local tribal people ( subject to the incumbents fulfilling the job requirements.) Preference will be given to local contractors for award of work (fulfilling the eligibility criteria) except for specialized work.

Power Generation and Evacuation

The project will have generation capacity of 15 MW and will generate clean, renewable saleable energy of 98.25 MUs annually.

It is proposed that the power generated in Pakke bung- I shall be wheeled to Pakke Bung –I bus bar and further to Marjingla HEP 132 kV bus bar. For this purpose a sub-station will be constructed at Marjingla HEP.

From the COD the state government will be given free power@ 12 %.

MNES and Carbon Credit benefits

The project area falls in the NE region of state, and as such, the project is entitled for Rs. 12.94 crores MNES subsidy. The project also qualifies for Carbon Credit benefits. In Arunachal Pradesh, 500 CER units are generated per million unit. Correspondingly, the project with clean energy generation of 98.25 MUs qualifies for Carbon Credit benefits to the tune of about Rs. 42 Millions.


Pakke Bung-II SHEP, 15MW

Pakke Bung-II HEP(15 MW) is a run of the river project proposed to be established on Pakke Bung river in East Kameng District of Arunachal Pradesh. EDCL has taken allotment for development of this project on Build, Own, Operate and Transfer (BOOT) basis for a lease period of 40 years from the Commercial Operation Date (COD). The project is estimated to be completed within 48 months from the start date of construction.

The project Pakke Bung –II HEP has been envisaged as Self identified Scheme and the project scheme proposes to construct a concrete diversion weir 5/7m high across the river without changing the normal/natural flow of the river and a surface powerhouse.

As the proposed project is a Run-of-the-River scheme, there is negligible submergence and no displacement of any village/ Basti.

The project will serve to facilitate the growth of the local economy and also provide employment opportunities. The company will preferentially use local resources and local labour while developing this project.

Power Generation and Evacuation

The proposed project would have installed capacity of 3x 5 MW Pelton type turbines (Horizontal) and a Synchronous Generator would be installed at the proposed power house.

The proposed project would be able to generate 105MU annually with 75% dependable year flow. It is proposed that the power generated in Pakke bung- I shall be wheeled to Pakke Bung –I bus bar and further to Marjingla HEP 132 kV bus bar. For this purpose a sub-station will be constructed at Marjingla HEP.

From the COD the state government will be given free power@ 12 %

Benefits

The project will attract MNES benefit and qualifies for Carbon Credit benefits.


Pachuk-I hep, 60 MW

Pachuk-1 HEP (60 MW) is a run of the river project proposed to be established on River Pachuk in East Kameng District of Arunachal Pradesh

River Pachuk is a major tributary of River Kameng and rises from the higher reaches of Himalayas.

The higher reaches experience snowfall and the lower reaches receive rainfall. The catchment area of River Pachuk receives heavy rainfall during monsoon from May to October, the average annual rainfall of Arunachal Pradesh being 300 cm. Thus the catchment is both snow and rainfed. Further, the river passes through steep and moderately steep reaches providing excellent opportunities to use these reaches for generating power without creating pondage.

EDCL has taken allotment for development of this project on Build, Own, Operate and Transfer (BOOT) basis for a lease period of 40 years from the Commercial Operation Date (COD). The project is estimated to be completed within 48 months from the start date of construction.

Project Description

The project Pachuk-I HEP envisages to harness the gradient of the river between EL 675 & EL 500 metre above msl . The project scheme proposes to construct a concrete diversion weir 10-15m high across the river without changing the normal/natural flow of the river and a surface powerhouse at EL 500. It will utilize net head of 150m with the plant capacity of 60 MW with a design discharge 50 cumecs. The project components include an intake chamber, desilting basin, 8.2 km long tunnel with a Surge tank, 3.5 m diameter and 500 m long penstock, 200m long tailrace and the construction of a 40 m x 40 m switchyard.

The project has been conceived in such a way that the river never dries up in this reach and does not disturb the ecology, tourism and other social activities in this reach.

As the proposed project is a Run-of-the-River scheme, there is negligible submergence and no displacement of any village/ Basti.

Electricity generated by the proposed Pachuk- I would be fed to the nearest 132 kV pooling station and then connected to Bhado – Talong line as LILO circuits. It is proposed that the power generated in Pachuk- I shall be wheeled to Pachuk–I bus bar and further to Marjingla HEP 132 kV bus bar. For this purpose a sub-station will be constructed at Marjingla HEP.

From the COD the state government will be given free power@ 12 %.

Carbon Credit benefits

The project qualifies for Carbon Credit benefits to the tune of about RS. 138 Millions.


Tsa-Chu-1 HEP . 24 MW

Tsa-chu-1 HEP (24 MW) is a run of the river project proposed to be established on River Tsa-chu in Tawang District of Arunachal Pradesh.

River Tsa-chu is a major tributary of river Nrkrongchu. It rises from the higher reaches of the Himalayas and these reaches experience snowfall. The catchment area of the river receives snowfall in winters and some rainfall during monsoons from May to October. Thus the catchment area is both snow and rainfed. Further, the river passes through steep reaches and therefore provides excellent opportunities to use these reaches for generating power without creating pondage.

EDCL recognized the enormous potential and identified the project on its own. EDCL has taken allotment for development of this project on Build, Own, Operate and Transfer (BOOT) basis for a lease period of 40 years from the Commercial Operation Date (COD).

Project Description

The project Tsa-chu-I HEP envisages to harness the gradient of the river between EL 3300 & EL 3010 metre above msl(mean sea level). The project scheme proposes to construct a concrete diversion weir/Dam 10-15m high across the river without changing the normal/natural flow of the river and a surface powerhouse at at EL3010 above msl. It will utilize net head of 260 m with the plant capacity of 24 MW with a design discharge 12 cumecs. The project components include an intake chamber, desilting basin, 3 km long tunnel with a Surge tank, 2 m diameter and 1000 m long penstock with four branches, 200m long tailrace and the construction of a 40 m x 40 m switchyard.

The project has been conceived in such a way that the river never dries up in this reach and does not disturb the ecology, tourism and other social activities in this reach.

As the proposed project is partially storage for about four hours peaking and partial run of river scheme, there is negligible submergence and no displacement of any village/ Basti.

Power Generation and Evacuation

The proposed project will have an installed capacity of 24 MW (4×6 MW). Pelton type turbines (vertical) and a Synchronous Generator would be installed at the proposed power house.

The proposed project will be able to generate 147.168 MU’s annually with 75% dependable year flow. Electricity generated by the proposed Tsa-Chu HEP would be evacuated through 220 KV line and would be fed to the nearest pooling station and then connected to Nykrongchu-Tawangchu line as LILO circuits.

From the COD the state government will be given free power@ 12 %.

Economics

The project is expected to be completed within 48 months from the start date of construction.

The project qualifies for MNES and Carbon Credit benefits.

Tsa-chu-II Hep, 36 MW

Tsa-chu-II HEP (36 MW) is a run of the river project proposed to be established on River Tsa-chu in Tawang District of Arunachal Pradesh. River Tsa-chu is a major tributary of river Nrkrongchu and rises from the higher reaches of the Himalayas. (It is located downstream of Tsa-chu-I – check)

EDCL has taken allotment for development of this project on Build, Own, Operate and Transfer (BOOT) basis for a lease period of 40 years from the Commercial Operation Date(COD).

Project Details

The project Tsa-chu-II HEP has been envisaged as Self identified Scheme to harness the gradient of the river between EL 3000 and EL 2685 metre above msl. . The project scheme proposes to construct a concrete diversion weir/Dam 10-15 m high across the river without changing the normal/natural flow of the river and a surface powerhouse at EL 2685. It will utilize net head of 315m with the plant capacity of 36 MW with a design discharge 18 cumecs. The project components include an intake chamber, desilting basin, 6.6 km long tunnel, 3 m diameter and 1200 m long penstock with four branches, a 200 m long tailrace and the construction of a switchyard.

As the proposed project is partially storage for about four hours peaking and partial run of river scheme, there is negligible submergence and no displacement of any village/ Basti.

The project will serve to facilitate the growth of the local economy and also provide employment opportunities. The company will preferentially use local resources and local labour while developing this project.

Power Generation and Evacuation

The proposed project will have an installed capacity of 36 MW (4×9 MW after taking into account the de rating due to altitude and snow. Pelton type turbines (vertical) and a Synchronous Generator would be installed at the proposed power house.

The proposed project will be able to generate 220.75 MUs annually with 75% dependable year flow. Electricity generated by the proposed Tsa-Chu HEP would be evacuated through 220 KV line and would be fed to the nearest pooling station and then connected to Nykrongchu-Tawangchu line as LILO circuits.

From the COD the state government will be given free power@ 12 %.

Economics

The project is expected to be completed within 48 months from the start date of construction.

The project qualifies for Carbon Credit benefits.

Wind Power

The Company has two operational wind projects of 1.5 MW each, generating zero-emission grid-friendly power.
